Chinese and Pakistani Shipping Firms Successfully Partner; “Pakistan’s Shipping Industry Set for Major Transformation”

[Compiled and reported by China Business News Network] Pakistan National Shipping Corporation (PNSC) and Chinese enterprise Shandong Xinxu Group signed a Memorandum of Understanding (MoU) on the 24th, aiming to bring about “significant transformation” in the shipping industry.

According to a report by “Pakistan Today,” the Karachi-based Pakistan National Shipping Corporation (PNSC) is Pakistan’s premier state-owned shipping enterprise and falls under the Ministry of Maritime Affairs. Shandong Xinxu Group Co., Ltd., headquartered in Zibo City, Shandong Province, is a well-known Chinese enterprise engaged in international trade and shipping.

According to a statement from the Public Information Division (PID), the signing ceremony for the MoU was jointly conducted in Islamabad by the CEO of Pakistan National Shipping Corporation and the Chairman of Shandong Xinxu Group, with Minister of Maritime Affairs Muhammad Junaid Anwar Chaudhry in attendance.

The statement quoted him as saying, “The signing of this Memorandum of Understanding will usher in a major transformation for Pakistan’s shipping industry.”

Speaking at the signing ceremony, Chaudhry stated that this development marks a “deepening partnership” between Pakistan and China in the maritime sector and will pave the way for “future cooperation, investment, and development” in Pakistan’s shipping industry.

He emphasized that through cooperation and shared economic objectives, this collaboration will promote regional trade, enhance connectivity, and elevate Pakistan’s standing in the global maritime industry.

The statement quoted him as noting: “This Memorandum of Understanding establishes a framework of mutual trust and cooperation between the two institutions, aimed at pursuing commercial interests and creating favorable conditions for investment in Pakistan’s maritime sector.”

“At the core of this memorandum is cooperation in several key areas, including the purchase and sale of commercial vessels such as liquid bulk carriers, dry bulk carriers, and container ships through joint or sole ownership and profit-and-loss sharing arrangements.”

In addition, the memorandum of understanding includes provisions for Shandong Xinxu Group to charter such vessels to the Pakistan National Shipping Corporation through various charter mechanisms, including time charters, voyage charters, and bareboat charters.

Another key provision of the memorandum is that Pakistan National Shipping Corporation will provide commercial, technical, and administrative management services for the vessels as agreed upon by both parties, covering areas such as chartering, marketing, revenue optimization, maintenance, dry docking, crew manning, and compliance management.

The statement noted: “The Memorandum of Understanding includes provisions for Shandong Xinxu Group to provide investment and financing arrangements for vessels and other floating platforms to the Pakistan National Shipping Corporation. These arrangements will be based on commercially competitive terms, ensuring the interests of both parties and financial viability.”

In June of this year, the Pakistan National Shipping Corporation set a goal to expand its cargo fleet to 34 vessels over the next three years, with an expected $700 million in freight revenue, as part of Pakistan’s overall strategy to revitalize the maritime and logistics sectors.
